Some of the Commission of Railway Safety's positions should be filled by officers from the Research, Designs, and Standards Organisation. 3. After their initial appointment to the Commission of Railway Safety, personnel transferred from the railways should not seek advancement in their parent cadres. 4. The Railway Safety Commission and the Research, Designs, and Standards Organisation should work closely together
