1. The Commission of Railway Safety should continue to function and independent body as at present. 2. Some of the posts in the Commission of Railway Safety should be filled from among the officers of the Research, Designs and Standards Organisation. 3. After intitial appointment in the Commission of Railway safety, the officers taken from the Railways should not look for promotion in their parent cadres. 4. There should be close coordination between the commission of Railway Safety and the Research, Designs and Standards Organisation
