Views of the Govt. and Legislature of Himachal Pradesh on the S.R. Bill. (1) Himachal Pradesh be retained as a seperate State with the integration therewith of the enclaves and contiguous hilly areas and be not merged with the Punjab. (2) For the maintenance of a democratic set up in the Units like presentatives fo the people are chosen by direct elections; (ii) that any representative body to be set up is empowered to legislate within the limits imposed thereon by Parliament by law; (iii) that responsibility for the day-to-day administration is effectively shared with popular representatives
