With effect from April 10, 1917, grant Major T.H. Keyes of the Political Department privilege leave for three months combined with a three-month furlough in accordance with Articles 233 and 308(b) of the Civil Service Regulations. Major Keyes was unable to receive the deputation (duty) stipend of Rs. 300 per month during the privilege section of his combined leave due to the Indian government's refusal to approve it
