Question whether cash payments made after 31.3.58 for items coming under 'Demands Payable' or adjustment with reference to liabilities of the year have to be brought into the March accounts even if no budget provision exists. Decision that unless and until treasury control is introduced primary has to be given to the principle of bringing all liabilities of a year into the accounts of the year
