Question whether under the Punjab Excise Act 1914 as amended by the Devolution Act 1920 the Punjab Govt. are competent to prohibit the import of any excisable article for instance foreign liquors taking into consideration the effect of such a prohibition on the administration of the Central subject of Custom revenue.
