Proposed amendment of the Indian Merchant Shipping Acts, 1859 and 1883, so as to authorise the agents of a ship to enter into an agreement with a lascar, in the absence of the master, for service as one of the ship`s crew, and to render the agents liable to penalty under section 53 of the former enactment for delay in the payment of lascars wages on discharge.
