Correspondenc arising from a report from the Shipping Master, Bombay, on the practice of discharge, at Bombay or Madras, of the Bengal crews engaged at Calcutta, and relative to the illegality of a circular issued by the Shipping Master, Calcutta, which directs that a ship, whose crew has been England at any port in British India, on a twelve months` agreement, must discharge her crew on arrival at Calcutta, and enter into a new agreement for the next foreign voyage.
