Withdrawal of provincial taxes by the Chinese authorities in return for an increased duty on all foreign opium imported prior to the 8th May 1911. Complaints of certain opium merchants against the levy by the Chinese authorities of enhanced duty on certain chests of uncertified opium which were in transit between Hong Kong and Treaty Ports of China on the 8th May, the date of the signature of the Agreement.
