Question whether the appointment of a member of the I.c.S. to hold a permanent post on the Political Deptt. cadre althoug his tenure has been limited to four years is governed by the proviso to rule 28 of the classifications. Rules or by sec. 4 of the N.W.F. Courts Regualation 1931 read with rule 3(a) of the 1st proviso thereunder of the Classification Rules.
