Governor General should not give his assent to any Act passed by the Federal Legislature under Section 28 (4) of Government of India Act which applies to Federated States unless the Act contains Provisions enabling the Governor General to make rules to which the Provisions of the Act were expressed as subject to, for the purposes in relation to state officials and confidential information in possession of the state.
