Decision that the leave taken in 1896-97 by Captain R. Garratt of the political Department under the British Army leaves Rules should be excluded in reckoning the 6 years maximum of leave admissible under Article 299 Civil Service Regulations. Rejection of a proposal to amend Article 300, so as to include future leave with pay out of India, other than privilege leave taken under the British Army Rules in the maximum of six years.
