Decision that as it was not the intention of the Government of India to withdrawal together the power given to local Government under Article 524 of the Civil Service Regulations, 4th Edition, the Authority given to the Government of Bombay to delegate that power to officers of not lower rank than a commissioner of a Division still holds good.
