With reference to letter No. 69, dated 22nd July, forwards copy of correspondence with Government of India, Foreign Department, regarding preliminary measures to be adopted towards developing trade with Thibet, and requests a simple letter to be addressed to the Maharajah of Sikhim, to oblige our Government .--
