States that it is reported that the Bootan Government intend to depute an Officer below the rank of a Jungpen to meet him contrary to the 4th Article of the Treaty, and that he has sent an express to the Dhurm and Deb Rajah announcing his intention to be at Buxa on the 10th, and requesting that a superior officer may be sent. Reports that he will refuse to acknowledge an inferior if sent.
