Question whether a Provincial substantive holder of a post can be reverted if the substantive holder of that post with suspended lien thereon retires from the outside (Deputation) posts withourt actually reverting to his substantive post-Case of Mr. M.C. David of the office of the Principal Information Officer, I and B. Ministry Ruling by the Auditor General that in such cases the persons concerned should be deemed to have technically reverted to their substantive posts just prior to their retirement
