Question that the refugee Govt. servant who were holding permanent posts should be allowed all the earned leave already at their credit and their past service should be counted for the purpose of leave, pension and seniority. Decision that the displaced Govt. servant who were holding permanent posts will earn leave at the rate of 1/11st of the period spent on duty and they may also be granted 'leave not due' on half average pay
