Modification of India Army Circulars clause 62 of 1890 with regard to the conditions that officers with less than three years service as Lieutenant Colonel appointed to certain posts in the Ordance Department and as Military Secretary to the Viceroy or Commander-in-Chief in India may on completion of the necessary service be recommended for reappointement carrying with it promotion to the substantive rank of Colonel.
