Transmits copy Despatch from the Adjutant General of teh Army, recommending the Establishment of Rules requiring the officers of the Army through bny to ground themselves in every part of their various Military duties before they can be held qualified to be permanently detached from their Regiments for staff or other employment or for the Regimental staff.
