With reference to Military Deptt. Circular no. 485 of 15th Jany. last, submits Returns of Increase and decrease of Establishments during Jany. and Feby. 1857, with observations, and suggests the discontinuance of certain other return, or statements, the particulars of which are included in the statements now forwarded.
