Exemption under Section 23 of the Sea Customs Act of insulated copper containing pilot cores (but no power core) of a sectional area of less than one- eightieth part of a square inch from so much of the import duty leviable thereon as is in excess of the duty (if any) to which they would have been liable if they had no core of less than the siad sectional area.
