Read a Despatch from the Right Honble the Secretary of State for India No. 16 of 1859 dated 9th February replying to letter No. 131 dated 16th October 1858 to the Honble the Court of Directors forwarding memorial from Mr. Octavins Toogood of the Civil Service complaining of supercession & preferring certain requests with reference to the decision of the Court of Directors that special arrangements should be made for those of its servants who were ordered in 1857 to return to their duty before the expirty of their Furlough. Approving the rule made regarding the allowances to be drawn by men in Mr. Toogood position who were sent out to India before the expiry of their Furlough. Paras 6 - 8 - Refuse Mr. Toogoods requests for the payment of his passage money from England & of his expenses from his station to London. Para 7 - Sanctions Mr. Toogoods requests that the time occupied in the journey from London to Calcutta may count as service in India & that in the event of his availing
