To Secy- Circuler precautions to be taken against the publication of offical papers when in print, as are taken in the case of paper copied by hands, as it is believed that persons seeing an offical document in print are apt to suppose that it has been published and that they are at liberty to use accordinally or act any rate, to be careless, whether its contains become generally known or not.
