Read a Despatch from the Honble the Court of Directors in the Judicial Department No. 22 of 1854 of 29th December replying to Public Letter dated 25th June and transmitting a letter from the India Board adopting the Proposal that all Coolies who shall leave India for the West Indies after due notice shall have been given will be required to Contribute 35 Dollars towards the expense of a return passage and suggest that Emigrants be appresed that no public aid will be granted to them towards the Expense of a back passage unless claimed within 18 Months after they become due.
