Director General Post Office - With reference to above enquires whether Books Conveyed at Book Post rates are to be considered as Bunghy parcels or as Mails and if the former whether the Post Office should cease to receive and deliver Books sent from place to placce along any line of Railway. Is of opinion that Books may fairly be considered as Mail and that it would be inconvenient to the Public to lose the Cheap Book Post between places on the Railway lines.
