To Officiating Dir. General - In reply to the foregoing refers him to this Office letter of the 5th July 1855 to the Dir. General Post Office from which he will - that in the opinion of the advocate Gneral the Law as it stands prohibits Chibbing and that the Government of India repaind at that time from directing that prosecutions should be instituted under the act in the expretation that under the law rates of Postage them accently introduced the peactice would cease. the expestation it appears has not been realized and requests with certain observation that the Post Master General in Bombay may be instrusted to presente the first case of Chibbing that cames to hight in which the evidence of the fact is # to obtain a Comiction.
