Officiating Assistant Secretary - Bengal Submits for sme division whither with reference to the orders of the home authorities fixing a regular rate of exchange for the adjustment of all monetary transactions in 1857/58 between North West Provinces an that of the E.I.Company Mr. Caird should not be authorized to pay to the labarers returned from the West Indies by the `Blue Packet` the difference between latter & the arbitary rate of Exhange as directed in the letter foregoing of the 24th Instant.
