Secretary - Solicits instructions as to whether the existing arrangements in regard to the postage on letters forwarded by the Steamer Seaforth belonging to the Ceylon Government which was made with the sanction of the Government of India aonceyed in letter of 16th November 1842 on to be considered as set aside by the new Rules communnicated in letter of 21st February last.
