From Resident Singapore - Submits Registers Contingent Charges for Singapore & Malacca for May, June and July last and for Penang for May and a letter from Captain Low Assistant Resident Province of Wellesley on the subject of his Travelling Expenses. With reference to this case and to the case of Mr. Lewis to whom Travelling Charges have been already allowed, thinks the system not very economical, expects to be more regular in regard to his Contingent Expenses from the 1st August.
