To Secretary - In reply to the foregoing states that under the urgent circumstances of the case, the Lieuts. Governor is authorized to transfer to the straits of Malacca, prisoners senteneed to more than three Years imprisonment whose retention in Bengal may for the reasons stated, appear unadvisable all term convicts transferred under the above order should be sent to Malacca & life prisoners either to Penang or Singapore.
