To Secretary Bombay - In reply to above states that messages from Bombay to the Bengal Chamber of Commerce on the arrival of the China Mail are sent free of charge & in preference to private messages on condition that the mesage shalll be regarded as a public message & shall be published immediately on its arrival the same rule is applicable to messages sent from Calcutta to the Bombay Chamber of Commerce on the arrival of the China Mail , communicates for information the practice observed here on such occasions which if also observed at Bombay will obviate the objections set forth in the memorial of the Bombay Merchants.
