To Secretary - With reference to para 3 @ 5 of the ales from that Government to the Court of Directors No. 17 of 1856 dated 3rd June communicates observations on the alteration made by the Madras Government in Sec. XIII of the Revised Rules sanctioned by this Government on the 21st June 1854 for the examination and control of the newly appointed Civil Servants in that Presidency and requests that the question of the with drawal of the prohibition contained in he Section above referred to against allowing them to study for honors after having been appointed to situations on the Public Service may be reconsidered adds that the remarks contained in this letter have reference only to houors which are accompaniese by a # reward.
