From Officiating Secretary to Governor General - Relative to the operation of the Rule whereby Civil Servant are allowed to be absent from their Stations for 1 months in the year without any deduction from their Salaries and under certain Circumstances for 2 or 3 months without deduction States that the construction of the Rule Suggested by Mr. A. I. Colvin is the legitimate one and that there is no objection to its adoption in practice.
