while similarly the lowest fee charged on instruments relating to the sale or purchase of immovable property the registration of which is voluntary is only eight annas, and not Rupees two, while similarly the lowest fee charged for the voluntary registration of leases not exceeding a year, instruments relating to movable property, deeds, bonds contracts, &c., &c., in but four annas, the Lieutenant- Governor does not consider that voluntary registration is in any way impeded by the scale of fees for the North-Western Provinces.
