From In reply - Reporting that the News Papers proprietors will not subscribe to the terms on which free Postage was offerred for the News papers. The Post Master Geneal erred in stating the amount to them & they ahve other excuses. Proposes 2 & 4 annas postage rates & proprietors to give Bond to make good any deficiency below receipts of the Post year.
