Secretary- Submits for Consideration and orders a report on the conduct and acquirements of Lt. Ousdey since his attachment to the College and his request to be allowed to draw the pecuniary rewards held our for high and eminent proficiency in the 2nd section of the VII Chapter of teh statutes lately enacted.
