Naval Commissioner Fort St. George - Have opened the dispatch addressed to the Senior Naval Officer respecting the observe of the privilege of franking letters in Service by the Naval Officer & observe that Mr. Hall at Madras hard no authority to assume it. will # attend to any regulation for preventing the unposition . His correspondence being often addressed to private perious requests to know whether such letters are to be included in the privilege of examption from postage.
