Draft of a letter [ from Mr. G. H. Barlow, Secretary, ] to [Major F. R. Macdonald,] the Superintendent of Prince of Wales Island, approving of the terms on which he has disposed of 250 chests of opium and of the measures adopted for dispersing the pirates who were infesting the Coast, confirming all grants in perpetuity made to the settlers at Penang, rescinding their resolution of the 1st August, 1794, authorising him to pay the arrears of pay of Manington, and disapproving of the provisional treaty concluded with the King of Pera by Lieut. Macalister.
