Letter from the Committee of a Merchants Insurance society representing to the Board that the frequent losses of vessels in the Hughly are due to the employment of unqualified pilots and to the refusal of passed pilots to take charge of them contrary to the regulations of 1776 laying beofe the Board extract fromt he Commanders protests relative to the losses of the Snow Friendship and the Asia and observing that the English pilots prefer to pilot French ships illegally exacting higher fees.
