Letter from Mr.James Forbes, Marine Registrar, reporting the difficulty of procurring lascars owing to the mischievous influence of one Gocul Sen, a sircar of Calcutta, and requesting the Board to order the lascars and seacunnies to attend the Marine Registry office for being impressed and registered , and to take action against those who had offended against the rule respecting lascars, under the 15th article of that rule.
