Stuart, J. floyd and John elphinston to Lieut General Sloper Commander-in-Chief , protesting against the promotion of their junior :Col Horne to the rank of Brigadier -General enclosing in support of their attigutde an extract froma letter from the Court of Directors, dated the 10th December , 1784, and staing that they cannot receive orders from Col. Horne unless specially directed to do son.
