To Marine Board - With copy of the foregoing. States that in sanctioning the occupation by Captain Cowles of the Government ground about the House occupied by him, it was not the intention to interfere with that adjacent to the Commercial Buildings etc. It seems to Government that Captain Cowles is abusing the indulgence granted to him in Cultivating the Land about the premises belonging to the Marine Department.
