Detention at Matelabrooj of certain Steamers belonging to the British India Steam Navigation Company, which had cargos of mineral oil which were intended for lubrioating purposes, but which had a flashing point below 250 degree Fahrenhiet as prescribed by para: 2 of sec: 3 of Act VIII of 1881.
