Delegation of power by the Secretary of State to the Government of India and the Railway Board to sanction compassionate gratuities, not covered by rules, to the widows or dependents of deserving subordinate railway employes who may be left in straitened circumstances up to a limit of Rs. 5,000 or 12 months pay, and Rs. 2,500 or 6 months' pay, respectively, subject to certain conditions.
