Mode of despatch of telegrams between the Consul General for Nepal, Delhi, and Nepalese Government and the question whether they are regarded as inland for purposes of censorship. Decision that as correspondence between the Nepalese Consul General and his Government is not censored the question of the censorship of such telegrams does not arise.
