Decision that the prior concurrence of the Central Government should be obtained in the transfer to foreign service in India of an I.C.S. officer either substantive or on probation in the Finance and Commerce Departments Cadre, as also of an I.C.S. officer on the Pool list actually holding a pool post at the time of such transfer.
