Reference from High Commission of India, London. Treatment of a portion of dearness allowance as pay for certain purposes. Clarified tht the position is that until the issue of Board's letter No. E(S) 53DA/1/7 dated 21.4.54 no dearness allowance was payable at all during leave preparatory to retiremnt spent outside India. With the issue of that letter, dearness allowance only has become admissible during leave preparatory to retirement spent outside India.
