Question of the appointment of Dr. Donnelly as Surgeon-General with the Government of Madras. Ruling that the appointment to the administrative grade of a Medical Officer, who entered the service prior to the 13th January 1860, and who is disqualified by age from serving the full term of five years, is limited to those be sanctioned only on exceptional and special grounds, and exclusively in the interests of the Public Service.
