1. Decision that any expedients designed artificially to modify to the advantage of Provincial Govt. any of the factors entering into the approved scheme for decentralisaion of balances are inadmissible. 2. Claim of Bengal that the balances to be decentralised should not without a suitable financial compensation exceed those on the 31st March 1935.
