Special pay -- Decision that -------- of the nature of (duty) allowance or deputation (duty) allowance should count towards pension in respect of all leave with allowances whether on average pay or otherwise, provided there is no doubt that the officer would h ave drawn the special pay had he remained on duty and the Head of the Department makes a declaration to this effect.
